The current "long3" tasks on my 4790 show 23 hours to completion. Past results have taken about 14 hours so the time displayed in Boinc Manager isn't that accurate.
I haven't finished any "long" tasks on a Xeon yet but my 4790 @ 3.6GHz and AVX2 takes ~16 minutes for one of the SR-Short tasks while my 2670 @ 2.6GHz and AVX takes ~33 minutes.
Allowing for the clock difference, about a 50% improvement for AVX2 over plain old AVX.
I don't have any non AVX hosts so I can't check that.
I forgot to mention, I ran SRBase on my i7's with the stock Intel CPU cooler and within the hour they overheated; I had to swap over to a Hyper 103 which got it back from 88c to 65c. This what I have read about AVX/AVX2, they do much better processing but use far more electricity and produce more heat. Even TDP has gone up from around 80w to 100w (via CoreTemp).
Another thing I read about AVX2 on Xeons is the CPU slows itself down; I can confirm this as my V4 has slowed all core frequency from 2.8 Ghz to 2.6 Ghz.
Perhaps we can compare completed long tasks on V1 2670 vs V4 2696 to see just how much better the AVX2 really is, noting that your 2670's are running at around 2.9 Ghz where as mine is running at 2.6 Ghz. It will be interesting to see what if any improvements are.
I didn't mention it this time but I have frequently in the past, CPUs get VERY hot running SRBase tasks!
XEONs do underclock by a few hundred MHz when running AVX instructions, I believe it's something to do with the internal timing of partial results of operations. Usually not a significant amount.
Once any of my 2670s finish a task, I'll let you know

SR average2 - 3.5 hours
SR short 33 minutes (35 credits)
Just a thought but it may be worth suspending any SRBase tasks from being reported just in case it's the sprint project? They can always be uploaded after the sprint is known if not but it may mean the difference between a one day boost and a two day one?
Sierpinski / Riesel Base - average2 - but unlike other tasks, I'm getting 700 credits for each one (on my i7 CPU). They are however, taking quite a long time - 25,000-29,000 seconds - about 7+ hours.
And they seem to "hang" at between 99% and 100% for ages too...at least an hour or two
The Estimated time (to completion) is a long way out as well...BOINC Manager quotes 18 minutes for each one, not 7+ hours
I had a similar couple a week or so ago - same as you. I aborted them after 18 hours. Someone else did 1 later in 2.3 hours, the other was done eventually in 21.5 hours.
No idea why one finished so fast by someone else.

I was a bit more patient and let them run to completion...in the end they all earned credits and at a higher rate than if I have been crunching the smaller, faster SRBase tasks
I still have 13 in my cache, so with luck they will finish just before the next Sprint starts (in about 5 hours time )
I think if they are anything like PrimeGrid, and it is my understanding that some WU are also looking for certain primes, and they come across something looking good then it takes much much longer.
Like Tim said, as you get more credits in the long run then its actually good thing.
