Definitely unnecessary to spend money upgrading to GTX 1660s, upgrading to RTX 2080tis though is necessary
In my opinion, the best combined performance per watt and per pound at the moment is either the GTX 1660ti or the RTX 2070.
The 1660ti isn't that much of an improvement over what you already have and the RTX 2070 is quite a step up in price.
Of course you could upgrade both GTX 1060s to a single RTX 2070 for about ~15% performance drop but save on power? It would leave room for a second RTX 2070 in the future
