WU going slower and slower

Just had a Rosetta WU exhibitting very strange behaviour.
The time to completion figure was going down VERY slowly compared to the elapsed CPU time. I know you can't trust the time to completion as displayed so recalculated it based on the CPU time and Progress figures. My calculated figure cane out to exactly 10 minutes. Waited about 10 mins ans looked again. The shown completion time had gone down by about 15 seconds. When I recalculated, again the figure was exactly 10 mins. I left it for a bit longer, about 1/2 an hour, and again the same situation. At this point I aborted the WU as it was not really making much progress.
I was then surprised to discover later that the WU had been validated successfully and partial credit granted! (claimed 13, granted 8 ).
