I saw this myself in the Daily Mail this morning. It looks a little like the French solar furnace. Seems like it works like the solar furnace too!
Guess the architect may have to do a quick make-over.

Astonished them ?? Surely they've walked past a reflective surface, pointing towards the sun and felt the radiant/reflected heat from the glass, which acts like a mirror......The problem has astonished architects and experts just as much as passers by.
...but then maybe the architect for this London building has never been to our capital city and relied on the fact that it was always cloudy and raining
What makes the situation worse of course is that the curvature of the glass, focuses the sunlight towards the pavement...how they are going to fix this, long term is anybody's guess....short of re-aligning all the window glass to point in different directions.
